A Case Study of Gothenburg's journey to becoming a Learning City
A city of 470 000 people, Gothenburg is in the process of transforming itself from a dependence on shipyards and manufacturing to developing new electronic industries. The sudden closure of four shipyards in the 1970’s and early
1980’s meant the loss of 12 000 jobs and devastation of the existing industrial, economic and social infrastructure.
Research has been conducted throughout the last decade into appropriate high tech industries and has spawned a new wave of learning in local government and in the community.

Do they provide the “underlying environment or infrastructure which facilitates the flow of knowledge, ideas and learning?” as Richard Florida defined them. Romania is organized into eight regions of development (42 counties were grouped using industrial and global indicators, and thus the eight regions of development were formed).
