The Technological Plan – a developing strategy based on Knowledge, Technology and Innovation (Portugal Innovating)

This is a national plan which develops a pragmatic set of policies to stimulate the creation, dissemination, absorption and use of knowledge, leading to the transformation of Portugal into a knowledge economy, capable of competing on a global scale. It was structured along three main areas of activity: knowledge, technology and innovation. The measures implemented were geared towards 4 types of entities: Citizens, Business, Public Administration, Research and Education (investigação e ensino)


As referred to above, some measures in the Technological Plan are geared towards Education and Training; they are therefore relevant to the main focus of Eurolocal. Those which have contributed most towards Portugal’s transformation into a Learning region are as follows: Education and Training (Educação e Formação) - Expanding the access to and use of broadband throughout the country (Generalização da Utilização e Oferta da Banda Larga) - Connection to the Internet in all State funded schools (Ligação à Internet em Banda Larga de Todas as Escolas Públicas do País) - Promoting the New Opportunities Initiative for both Adults and Adolescents (Novas Oportunidades – Adultos) - Promoting vocational training, certification and R&D in technological areas (Estimular a Formação Profissional, a Certificação e a Investigação e Desenvolvimento em Tecnologias) - Promoting a public offer of access to the Internet, to encourage a more informed citizenship (Criar uma oferta pública de Internet para uma nova cidadania) - Developing a new portal on Employment and Training – NetEmprego - Strengthening the experimental teaching and awareness for a scientific and technological culture (Reforço do ensino experimental e da promoção da cultura científica e tecnológica) - Promoting female entrepreneurship - Enabling the wider use of PCs at home, by students; - Enhancing the offer of Technological Courses, awarding EU level 4, by involving Higher Education institutions. Impact of the Technological Plan on Innovation and R&D As a result of the measures taken within the Technological Plan, Portugal recorded the biggest climb in the European Union’s Innovation Ranking. he “European Innovation Scoreboard 2010”, produced yearly in Brussels by the European Commission, showed that Portugal has once again climbed in the innovation ranking, having gone from the 16th to the 15th place in the EU27. Portugal recorded the biggest improvement for “moderate innovators”, a group it now leads. Compared to 2007 values, Portugal climbed 7 places in the European innovation ranking, placing itself ahead of countries such as Italy, Spain and Greece. Thus, implementation of the Technological Plan has resulted in a considerable improvement in the innovation indicators, showing that Portugal has achieved the highest rate of progress in the EU27, a rate which is nearly 10 times higher than the EU27 average. The “European Innovation Scoreboard 2010” also shows the following Portuguese achievements, relevant to Eurolocal: - most progress in corporate R&D investment indicators; - most progress in the percentage of people aged 20-24 completing Secondary Education; - most progress in the percentage of innovative companies that collaborate with other companies. Portugal has also achieved the 3rd best performance in Europe, regarding the number of new PhD’s granted per 1,000 residents, so the future for innovation and competition on a global scale looks promising, despite the international crisis. These results have been achieved by implementation of the public policies defined in the Technological Plan and the drive to become a knowledge-based economy.
